Keystone pipeline isn't cure for gas prices

By John W. Schoen, Senior Producer

Rising gasoline prices have helped proponents of a controversial pipeline proposal press their case that the project would help ease supply bottlenecks and lower prices for consumers.

They?re half right.

The proposed pipeline would relieve a glut of crude oil backing up in the Midwest?and redirect those barrels?to?Gulf of Mexico ports. From there they could?be shipped to world markets and repriced at?higher global?prices.

But that likely would mean higher prices for drivers in the nation's midsection, who currently are enjoying an unusual discount stemming from a lack of pipeline capacity.??

On Monday, TransCanada Corp., the company that wants to build the pipeline, said it would start construction of a southern leg?while it tries to satisfy environmental concerns raised by the Obama administration that have blocked the longer northern leg.

Oil prices around the world have been rising steadily?since October largely because of tightening sanctions on Iran being imposed by the U.S. and European countries over its suspected?development of nuclear weapons.

"Basically, we're locked into what appears to be an end game with Iran in some form or another,? sad Dan Yergin, chairman of Cambridge Energy Research Associates. ?The sanctions really start to kick in over the next several months, and the whole aim is to choke off?Iran's?oil revenues and that means choke off its exports."

The result is that pump prices have jumped 20 cents a gallon in the past month alone, according to data from the Energy Information Administration, and Republicans are beginning to use the energy inflation as a political talking point.

But the pain has been inflicted unevenly across the country, with consumers on the coasts paying much higher prices than those in the Midwest and Rocky Mountain regions, where supplies of oil are plentiful.

One reason crude is so plentiful in the Midwest is that new production technologies have boosted production in oilfields that were once thought to be exhausted or too costly to develop. After two decades of steady decline, total U.S. oil production began rising again in 2009, according to the EIA.?Increased production from Canadian tar sands fields also has boosted Midwest supplies.

But as domestic and Canadian production have risen, pipeline bottlenecks have cropped up ? especially over the 500 miles from Cushing, Okla., to Houston, the nation?s largest oil shipping port and home to about half its?refining capacity.

?We lack infrastructure to catch up with the fact that there's been this big change in oil production,? said Yergin. ?Eight years ago, North Dakota was not the fourth-largest oil producing state in the country. So we need new pipelines, and the lack of those pipelines -- the lack of catching up -- is reflected in the disparity (in prices).?

Until last year, the benchmark price of U.S. crude based on Cushing delivery, known as West Texas Intermediate, closely tracked the global benchmark, called Brent North Sea.

But in the past year, as rising supplies of captive Midwest supplies depressed prices, the gap widened to once-unimaginable levels. By last fall, the discount for West Texas Intermediate had widened to as much as $30 a barrel before shrinking back to about half as much.

CNBC's Eamon Javers reports on the high cost of oil and whether speculation is driving prices higher. Also, how to play oil's rise, with Dan Dicker, MercBloc president.

All of which has helped oil refiners in the Midwest keep pump prices lower than on the coasts, where refiners pay the higher Brent price, regardless of where the oil came from.

The regional difference in pump prices has been substantial. At the end of last month, the average price for a gallon of gasoline in the Rockies was 41 cents below the U.S. average -- the biggest gap?since the Energy Department began tracking regional prices in 1992.?

That?s where the Keystone pipeline comes in. ?Proponents of the pipeline have argued it will help wean the U.S. off foreign imports and lower pump prices. But rather than pushing Gulf Coast prices lower,?it will let oil producers charge more for their crude.

TransCanada Corp.?estimates?the pipeline?would boost sales?of Canadian-produced crude by $2 billion to $4 billion a year, according to an assessment submitted to Canada's National Energy Board.

?The prices for those crudes in North Dakota and Canada will fetch closer to Gulf Coast prices, which are tied into the higher international market price,? said Tim Hess, an Energy Department analyst.

The reason is fairly simple. Even at maximum capacity, the Keystone line will move some 400,000 barrels per day of crude from Canada and the Midwest to global oil market.?With the transportation discount?removed, those barrels likely will be repriced to the higher global benchmark. ?

And with or without the Keystone pipeline, the ?Midwest discount? that?consumers?now enjoy may go away later this year.

To help alleviate the Cushing bottleneck, the owner of a pipeline that now flows north from Houston plans to reverse the flow in June.?

In a recent research report, analysts at Goldman Sachs predict the reversal of?Enterprise Products' Seaway pipeline will help cut the spread between the price of U.S. and Brent crude to $5 a barrel in six months.

CNBC's Phil LeBeau and Jane Wells report where drivers are likely to pay the most for gasoline.

Pistols At Dawn - Tarnation Review

Artist: Pistols At Dawn
Album: Tarnation
Label: Tres Beau Records
Out Now
Rating: 4/5

Pistols At Dawn may have been on the live circuit for a couple of years now but Tarnation marks their debut album release.

And this album really shows off what this band are all about as they mix folk sounds with more up tempo beats.

The album opens with their debut single Backwards, and this is one of the most upbeat tracks on the record, it?s a really infectious track that will have you tapping your toes.

There are some real psychedelic sounds on the album, the opening of Trespassers being the perfect example, but with Dan McLachlan?s deep and earthy vocals it works really well.

This is very personal record for song writer McLachlan as he deals with the death of a close friend in Slumber Party as well as his time as a student in Russia in Man.Wolf.Man.

But these are more stripped back tracks that the likes of Trespassers as it?s just McLachlan?s beautiful voice and a guitar - simple but incredibly effective.

There is a real eerie feel to this album and there?s no other band a round at the moment making this type of music.

Tarnation is a fantastic album that shows off not only the really tight vocals but also some really great song writing.

This album really is unlike anything that has been released in 2012 so far and with this record Pistols At Dawn has delivered a new and unique sound.

Benefits You Can Enjoy through Computer SMS - Cell Phone News

The fastest way to communicate these days is definitely through text messaging. You get to send and receive messages within seconds. Unfortunately, texting via mobile networks does entail some expense as well as other limitations. You can turn to SMS from computer messaging services not just as a substitute but as a better means in itself.

One of the reasons why people are now turning to computer SMS messaging is the high cost involved in maintaining mobile messaging services. You can now find a lot of websites that send texts to anyone in the world for free. Because you are already using the same internet connection and electricity for other online purposes, you are virtually not paying anything more to send these text messages. As soon as you find these free websites, all you need to do is to go through the registration process that lasts only minutes. As soon as it?s done, you can immediately text someone wherever he or she may be.

Another reason why SMS from computer messaging is very popular nowadays is the fact that you can send bulk and group messages easier and faster than regular mobile texting. Sending your message to numerous numbers is definitely made easier if you have your contact list already set up on your computer, since all you need to do is copy-paste them on the message window. Although the service is not always free, expect that the cost is still cheaper than equivalent mobile network fees. This feature is very good for business promotions where you need to send a single message to as many people as you can, in the fastest and surest way possible.

Thirdly, there is the advantage that even without your mobile network service, you can still go online and send urgent messages. You could be travelling to some exotic place that has poor network coverage or is not part of your roaming service. There is also the possibility that you could have lost your phone. There?s no need to limit your communication to the outside world when these circumstances happen, because you always have SMS from computer services to turn to. There is always a means to communicate as long as there?s internet connection.

With all the benefits that it has to offer, internet SMS sending is really improving how we communicate in this world. It is definitely here to stay.

Bird brains follow the beat

ScienceDaily (Feb. 24, 2012) ? By training birds to 'get rhythm', scientists uncover evidence that our capacity to move in time with music may be connected with our ability to learn speech.

Even though typical dance-floor activity might suggest otherwise, humans generally demonstrate a remarkable capacity to synchronize their body movements in response to auditory stimuli. But is this ability to move in time to musical rhythm a uniquely human trait?

Some animals are capable of vocal learning, changing the sounds they make in response to those they hear from other members of their species. Scientists have hypothesized that such behavior may be associated with the capacity for so-called 'rhythmic synchronization'. "Motor control of vocal organs is naturally important in vocal learning," says Yoshimasa Seki of the RIKEN Brain Science Institute in Wako. "Once auditory-motor coordination in the vocal control system has been established, a similar auditory-motor transformation system for other body parts might be derived from that."

Studies in vocal-learning species have largely focused on case studies of individual animals, but Seki and colleagues conducted larger-scale experiments and found that budgerigars (Fig. 1) may have an inherent capacity for rhythmic synchronization. The researchers tested their hypothesis by training eight budgerigars to peck a button in response to the rhythm of an external metronome, which could be adjusted to present the birds with audio-visual stimuli at varying intervals.

In all 46 experiments, the birds were able to consistently respond to rhythmic beats within a certain time-frame, demonstrating successful entrainment. However, the accuracy of their timing was dependent on the tempo. Only one out of seven birds was successfully able to match the onset of each beat when the stimuli were generated at 450 millisecond intervals, while all animals achieved this feat when that interval was lengthened to 1,500 or 1,800 milliseconds.

To confirm that actual synchronization was taking place, the researchers used computer simulations of other bird behavior scenarios, such as random pecking or responding directly to individual stimuli rather than the rhythm itself. However, none of these alternative models was sufficient to explain the observed activity. "Our results showed that budgerigars can show rhythmic movements synchronized with external stimuli, which means they potentially have this capability of auditory-motor entrainment as a species," says Seki.

As such, this species may offer a useful model for future investigations of the neurological mechanisms that potentially connect vocal learning with rhythmic synchronization in both birds and humans. "Such studies should contribute to discussions of specific characteristics of the human speech system and its similarity to the vocal learning systems found in other animal species," explains Seki.

Prosecutors target cruise ship captain, Costa executives

>>> nice to be seeing you. i'm dylan ratigan . another wild week coming to a conclusion. we start today with a different approach. we have the privilege and really the opportunity to explore some of this with you. we couldn't help. exclusive footage from inside the most horrifying commercial sea disaster since the titanic. referring to the concordia disaster. 17 people lost their lives. we understand that this departure from where we'd dipically start the show, but with the video and story so compelling, we did want to get this out into the conversation this afternoon. all of it is featured in the discovery channel special that will air this weekend. one clip despite the captain's orders for passengers to remain calm and stay on the boat, understandably, in the face of those orders in a boat that was sink bing, they did not listen to the captain.

>> i think he's in denial. i think he's hoping against hope he can keep his ship afloat. he does not take that important step of ordering everyone to lifeboat stations early enough for them to avoid the panic that comes with the call " abandon ship ."

>> that most significant leadership trait, the humility to actually acknowledge what's happening and adjust, lacking. the captain, by the time he called abandon ship , the ship was already tipping over. thousands of passengers still on board the boat at the time not nearly enough lifeboats at that time to take them off the boat. incredibly, the captain's actions and judgment are believed to have cost lives, the discovery channel experts believe a change in the wind direction at the moment of the disaster actually saved many lives. it it airs this sunday night at 10:00 p.m . captain michael burns of the maritime academy helped analyze the disaster for the folks at the discovery channel . let's start with how the wind could have saved all those people. walk us through your logic on that.

>> well, what happened with our investigation, we had access to position data that showed the moment that the ship did strike the rocks. and then begin to slowly lose speed and come to rest dead in the water . . the wind direction at the time was coming from the northeast. it helped to set the ship down on to the shore where it finally came to rest on the ocean floor . had had that wind direction been slightly different, it's possible the ship could have been lost all together.

>> this story were it not so real and were the consequences not so permanent and disastrous is almost like a mythological tale of bad leadership. of the inability to recognize and have the humility to pivot, if you will, or to change inside of your course of actions and command because of either your own denial or own ego or whatever it might be is the observation from a casual viewer of myself like this, does that correlate with the way you conducted your analysis?

>> certainly, to put one's ego aside and realize that there are lives you're responsible for is something that that captain has to take into account. and giving the order to abandon ship is one of the most gut-wrenching decisions he could ever have to make.

>> and your view based on the analysis that you have conducted as to -- actually, forget your the protocol? is there a protocol at which that individual must order abandon ship regardless of how it might reflect on how they have been driving the ship or any variable that may ultimately fall to their responsibility that occurred prior?

>> well, the decision to abandon ship ultimately rests with the master. in his mind, if conditions on the ship are such that he doesn't think that people can survive on board, then he's obliged to give the order to abandon ship . and that order needs to be given in enough time for everybody to be accounted for and to board the lifeboats and abandon the ship with everybody safely escaping.

>> so the threshold for the decision, as soon as it appears that the risk of loss of life off the boat is lower than it is on the boat, that's the sort of judgment around which any ship captain is deciding. is that correct?

>> that's ultimately the decision he would have to make. are my chances of survival better in the lifeboats than they are on board the ship?

>> and how much of that process is revealed in this piece that you led for discovery ?

>> well, it seems that the order to abandon ship may have been delayed. the ship was taking on water and beginning to list to the star board side of the ship. and that caused some of the lifeboats to have some difficulty in launching because of the severe angle that she was listing.

>> when you look at what is possible in the modern day , which is really the only reason we're able to have this conversation, where you have camera footage inside of a large commercial cruise liner , a very familiar experience to a lot of people around the world, you think about sort of the nightmares that people conjure around the titanic and all of this. what do you believe we will learn by experiencing what is presented in this video and really learn about the core characteristics of leadership in making difficult decisions, whatever the decisions were on this particular ship?

>> one of the things i think we'll take away in terms of leadership is that the captain really needs to, um, put his ego aside in evaluating the situation that's going on there and realize that the lives of thousands of people are in his hands. and he needs to make decisions that are in their best interests and not necessarily his.

>> and is there any parallel to the research around the "titanic"? it had a tremendous amount of ego. the certainty of its grandeur amplifies the irony of the tragedy. and we see a lot of leadership, and i don't mean to take you to a place that's less comfortable, so you have no obligation to do this. you look broadly at corporate leadership, all the leadership in this country and really in the world, it seems like there's a tendency in a lot of leaders to skew towards self-preservation or their sense of self-preservation at the expense for whom they have assumed responsibility. and i'm interested in whether you feel that i'm going too far in sort of offering that as a journalist as an observation?

>> i would say that as a practicing mariner, as someone who has been captain of his own ship and i'm sure many of my fellow mariners would agree with me, the safety of the ship and of the crew is of utmost importance to you. you will do anything in your power to keep them safe. you just have to be in that position and be prepared to deal with the consequences.

>> what would you say of other leaderships of this country, outside of discipline and danger that you're forced to work in, obviously, with a large set of risks and very fatal consequences, at a lower threshold, what would you say is something we could all learn about leadership that is so essential to your function and all our maritime captain's function on the water around the world?

>> to lead by example is something. certainly that we teach our cadets at the academy. to take care of your people. and they will take care of you.

>> thank you, captain michael burns out of the massachusetts maritime academy . there's the piece. " cruise ship disaster inside the concordia." all sorts of footage included in that on sunday at 10:00 p.m . thank you for indulging my questions. coming up,

Mathway Android app calculates how to improve your math skills (Appolicious)

Your Android works hard to entertain you, but don?t let that be its only purpose. Use that powerful Android device as a bionic brain implant as well, and get smarter using it to calculate your work and teach you math at the same time.

The Mathway app delivers solutions to your math problems in a large set of categories, including basic math, pre-algebra, algebra, trigonometry, pre-calculus, calculus, and statistics.

The app starts by asking you to choose a category and then to simply enter the problem you?re working on. The keyboard for input shifts automatically from whatever you?re using ? the standard Android keyboard or some other option ? to Mathway?s own, which features all the keys of a scientific calculator. You?ll be able to input even a complex equation easily. Ask the app to solve it and it will crunch away to deliver the answer. If that?s all you need, you?re done. But if you want to learn the steps the app used to solve the problem you?ll need to upgrade your Mathway account with a day, month, or year-long subscription fee.

Samples from the premium account show you what you get and it looks pretty good for students or teachers leading a math class in elementary, junior high or high school. You can even drill deeper into each section of the how-to instructions for additional information.

What?s not to love? Well, with resources like?khanacademy.org out there, the web sports a lot of math tutoring for free. Still, there aren?t many apps with this level of math help. Math instructors may not love this app because it can help students a little too much if misused, but hopefully, it will promote deeper understanding of math fundamentals.

Neurotoxins in shark fins: A human health concern

ScienceDaily (Feb. 23, 2012) ? Sharks are among the most threatened of marine species worldwide due to unsustainable overfishing. They are primarily killed for their fins to fuel the growing demand for shark fin soup, which is an Asia delicacy. A new study by University of Miami (UM) scientists in the journal Marine Drugs has discovered high concentrations of BMAA in shark fins, a neurotoxin linked to neurodegenerative diseases in humans including Alzheimer's and Lou Gehrig Disease (ALS). The study suggests that consumption of shark fin soup and cartilage pills may pose a significant health risk for degenerative brain diseases.

"Shark fins are primarily derived through finning, a practice where by shark fins are removed at sea and the rest of the mutilated animal is thrown back in the water to die," said co-author Dr. Neil Hammerschlag, research assistant professor of Marine Affairs & Policy and director of the RJ Dunlap Marine Conservation Program (RJD) at UM. "Estimates suggest that fins from as many as 70 million sharks end up in soup. As a result, many shark species are on the road to extinction. Because sharks play important roles in maintaining balance in the oceans, not only is shark fin soup injurious to the marine environment, but our study suggests that it is likely harmful to the people who are consuming them."

Seven species of shark were tested for this study: blacknose, blacktip, bonnethead, bull, great hammerhead, lemon, and nurse sharks. Samples were collected from live animals in waters throughout South Florida.

"The concentrations of BMAA in the samples are a cause for concern, not only in shark fin soup, but also in dietary supplements and other forms ingested by humans," says study co-author Prof. Deborah Mash, Director of the UM Miami Brain Endowment Bank. The Bank supports basic and clinical research and holds one of the world's largest collection of postmortem human brains encompassing a wide range of neurological disorders. In 2009, Mash and her co-authors published a study in the journal Acta Neurological Scandinavica, demonstrating that patients dying with diagnoses of Alzheimer's Disease and ALS had unusually high levels of BMAA in their brains, up to 256 ng/mg, whereas normal healthy aged people had no BMAA or only trace quantities of the toxin present. "BMAA was first linked to neurodegenerative diseases in Guam, which resulted in the progressive loss of structure and function of neurons."

The shark study found a similar range and even higher BMAA in the fins tested, levels of between 144 and 1836 ng/mg of BMAA, which overlapped the levels measured in the brains of the Alzheimer's and ALS victims. Coincidentally, this level fits with the BMAA levels in fruit bats examined by Paul Cox in Guam, animals which concentrate BMAA from their diet of cycad seeds. He linked ingestion of fruit bats to the severe ALS/Parkinsonism dementia that afflicted local indigenous people.

"Not only does this work provide important information on one probable route of human exposure to BMAA, it may lead to a lowering of the demand for shark fin soup and consumption of shark products, which will aid ocean conservation efforts," added Hammerschlag.

The project was funded through a donation from the Herbert W. Hoover Foundation. Established in 1990, the foundation takes a leadership role in supporting unique opportunities that provide solutions to issues related to the community, education, and the environment.

7 dead as Afghans protest Quran burning

Seven people were killed in clashes between Afghan security forces and protesters demonstrating against the burning of Muslim holy books at a NATO military base, Afghanistan's Interior Ministry said Wednesday.

The anger over the Quran burning has sparked two days of protests across Afghanistan and tapped into anti-foreign sentiment fueled by a popular perception that foreign troops disrespect Afghan culture and Islam.

The demonstrations prompted the U.S. to lock down its embassy and bar its staff from traveling.

The Afghan Interior Ministry said in a statement that clashes during a protest in the eastern province of Parwan left four people dead. It said an investigation was under way to determine what happened.

The other deaths occurred at a U.S. base outside Kabul, where security guards killed one person, and in Jalalabad and Logar province, the ministry said.

The demonstration in Kabul drew thousands of protesters, who chanted "Death to America," hurled rocks and set tires alight outside a complex that is home to foreign contractors, police and some coalition military forces.

Nearby, angry demonstrators set a fuel truck ablaze on a main highway running east out of the city, sending black smoke billowing into the air.

The apologized Tuesday for the burning of books, including Qurans, which had been pulled from the shelves of the Parwan Detention Facility, adjoining Bagram Air Field, because they contained extremist messages or inscriptions.

U.S. Gen. John Allen, the top commander of American and NATO forces in Afghanistan, said after the books had been mistakenly given to troops to be burned at a garbage pit without realizing it.

"It was not a decision that was made because they were religious materials," Allen said Tuesday, one day after Afghan workers at the garbage pit found the books. "It was not a decision that was made with respect to the faith of Islam. It was a mistake. It was an error. The moment we found out about it we immediately stopped and we intervened."

A Western military official with knowledge of the incident said it appeared that the copies of the Quran and other Islamic readings in the library were being used to fuel extremism, and that detainees were writing on the documents to exchange extremist messages. He spoke on condition of anonymity because he was not authorized to release the information.

As Wednesday's rally in Kabul turned violent, city police chief Mohammad Ayub Salangi arrived at the scene with hundreds of reinforcements who broke up the protest.

"They have the right to demonstrate, but they have to do it in accordance with the law," said Salangi's deputy, Daud Amin. "It is their right to demonstrate. ... We are also Muslim and we say it was a wrong action from the Islamic point of view."

UN: Afghan civilian deaths in war reach record high

Several miles away, hundreds of protesters were throwing rocks at Camp Phoenix, a U.S. military base, said Kabul provincial police spokesman Ashmatullah Stanekzai. Shots were also fired in the air at Camp Phoenix.

After the Quran burning was made public Tuesday, more than 2,000 Afghans protested outside the Bagram air base near the capital.

In Parwan, provincial police chief Akram Bigzad said about 2,000 protesters were demonstrating outside a district headquarters when some of them opened fire with weapons.

"In the crowd there were rebels and Taliban who had weapons. They opened fire and fighting started. Four were killed and 10 were wounded. They are Talib," Bigzad said.

A protest in Logar province also turned violent after someone in a group of about 300 demonstrators opened fire on police. Police returned fire, killing one protester, said provincial police chief Gen. Ghulam Sakhi Roogh Lawanay.

Two protesters and two police officers were also wounded, he added. He said the protesters had come from neighboring Wardak province, an insurgent hotbed.

Lawanay said a protest by about 400 people in Logar's capital Pule Alam ended peacefully.

3 Georgians killed
Meanwhile, three Georgian soldiers were killed in the southern Afghan province of Helmand on Wednesday, the Georgian defense ministry said, taking the country's death toll to 15.

"Their combat vehicle exploded following an insurgent attack," the ministry said in a statement of the incident in one of Afghanistan's most violent provinces, which neighbors Kandahar, the birthplace of the Taliban.

Georgian President Mikheil Saakashvili, who was in Helmand on Monday to meet his country's troops, said after the deaths that Georgia stood by its commitment to the increasingly unpopular war, dragged into its 11th year.

"The sacrifice of Georgian servicemen is appreciated by the Georgian people... future generations will live in a united, much stronger and more successful country," Saakashvili said in a statement.

The former Soviet country has over 900 troops supporting the NATO-led war in Afghanistan, including 750 in Helmand. Another deployment of 600-700 will be sent this year, making Georgia one of the largest non-NATO contributors in the war.

Higher gas prices cloud Obama's re-election hopes

(AP) ? Soaring gasoline prices are threatening to undercut President Barack Obama's re-election prospects and offering Republicans an easy target. With prices pushing $4 a gallon and threatening to go even higher, Obama sought Thursday to confront rising public anxiety and strike back at his GOP critics.

"Only in politics do people root for bad news, do they greet bad news so enthusiastically," Obama said of Republicans. "You pay more; they're licking their chops."

Obama said dismissively that all the Republicans can talk about is more drilling ? "a bumper sticker ... a strategy to get politicians through an election" ? when the nation's energy challenges demand much more. In a speech in Miami, he promoted the expansion of domestic oil and gas exploration but also the development of new forms of energy.

For all the political claims, economists say there's not much a president of either party can do about gasoline prices. Certainly not in the short term. But it's clear that people are concerned ? a new Associated Press-GfK poll says seven in 10 find the issue deeply important ? so it's sure to be a political issue through the summer.

"Right now, we're experiencing yet another painful reminder of why developing new energy is so critical to our future," the president said. At an average of $3.58 a gallon, prices are already up 25 cents since Jan. 1, and experts say they could reach a record $4.25 a gallon by Memorial Day.

Those higher prices could hurt consumer spending and unravel some of the recent improvements in the economy. And they could also be a daily reminder to voters to question Obama's contention that he's making the nation ? and them ? more secure.

While motorists are already starting to complain, many economists see the $4-a-gallon mark as a breaking point above which the economy starts to suffer real pain. Analysts estimate that every one-cent increase is roughly a $1.4 billon drain on the economy.

Obama's Republican challengers aren't letting it all slide by. They have stepped up their attacks on his energy policies, including his rejection last month of a pipeline to carry oil from Canada to refineries on the U.S. Gulf Coast. And they're full of promises.

"I've developed a program for American energy so no future president will ever bow to a Saudi king again, and so every American can look forward to $2.50-a-gallon gasoline," former House Speaker Newt Gingrich said in the Wednesday night GOP debate in Mesa, Ariz. He calls his strategy "Drill Here, Drill Now."

At the same event, former Sen. Rick Santorum of Pennsylvania ? who has warned of $5-a-gallon gas ? asserted that "we have a lot of troubles around the world, as you see the Middle East in flames and what's going on in this country with gas prices and the economy." And former Massachusetts Gov. Mitt Romney suggested that even more troubling than rising gasoline prices was Iranian President Mahmoud "Ahmadinejad with nuclear weapons."

In his speech at the University of Miami, Obama sought to draw a contrast with his GOP challengers and made a pointed reference to what he suggested was Republican glee at rising gas prices.

"And you can bet that since it's an election year, they're already dusting off their three-point plans for $2 gas," Obama said. "I'll save you the suspense. Step one is drill, step two is drill, and step three is keep drilling. .. We've heard the same thing for 30 years. Well, the American people aren't stupid."

Addressing the rising public anxiety, Obama said, "There are no quick fixes to this problem, and you know we can't just drill our way to lower gas prices." Anyone suggesting otherwise was not being honest, he said.

Still, Obama said he had ordered his administration to search for every possible area to help consumers in the coming months. He said his administration's "all-of-the-above strategy," one that includes oil, gas, wind and solar power, is the "only real solution" to the nation's energy challenges.

Gingrich quickly dismissed Obama's energy speech as "excuses and fantasies."

Presidents often get blamed for rising gas prices, but there's not much they can do about them. The current increases at the pump have been driven by tensions in Iran and by higher demand in the U.S. as well as in China, India and other quickly growing nations.

"Obviously, people go to the pump all the time, so it's something that really hits home with the voters," said Fred Greenstein, a Princeton University professor emeritus of politics. "It's an easy issue to talk about, and not an easy issue to accomplish very much on."

In his Miami remarks, Obama said that despite political criticism of his policies "America is producing more oil today than at any time in the last eight years. He also noted that, for the first time in 30 years, the United States is now exporting more petroleum products than it imports.

But Jack Gerard, the president of the American Petroleum Institute, challenged Obama's apparent effort to take credit.

"While oil production is up, the increase relates almost entirely to investment and leasing decisions made before, sometimes long before, this administration came into office," Gerard said. "The increase is also due to oil and gas development on private and state lands over which the administration has little or no control at all."

Though Obama's approval rating on the economy has climbed, his negative rating on handling gas prices is stagnant. Just 39 percent approve of what he's doing there, and 58 percent disapprove, according to the new AP-GFK survey.

Mark Zandi, chief economist at Moody's Analytics, said gasoline prices are likely to keep rising as the summer driving season approaches. "Increasingly, it's becoming the biggest threat to the economy," he said. "And there is little presidents can do to influence gasoline prices in the near term."

Some lawmakers have called for Obama to release oil from the nation's Strategic Petroleum Reserve.

"Rising gas prices could be the difference between an economy that continues to recover and an economy that sinks back into recession," said Rep. Edward Markey, D-Mass., among those calling for such a move.

The emergency reserve is kept in salt caverns in Texas and Louisiana and contains about 700 million barrels of oil. There are 42 gallons in each barrel. Last year, as prices rose, Obama authorized the sale of 30 million barrels of oil from the reserve.

However, economists suggest that tapping the reserve to increase the amount of oil on the market has only a modest and temporary effect on gas prices.

Will Obama take that step? White House spokesman Jay Carney says, "We never take options off the table."

Obama may just have to get used to the criticism, because it probably isn't going away anytime soon, said James Thurber, an American University political science professor. "Republicans will hit him with anything that comes up which makes him look bad," he said.

Still, as long as the economy seems to keep improving, Obama probably won't be hurt too much by the attacks "unless gas goes over $5 a gallon," Thurber said.
