World economy needs China to slow growth gradually (AP)

WASHINGTON ? China's high-flying economy is starting to lose altitude. The big question is whether the world's economic superstar will shrink gradually ? or so fast that it harms a fragile global economy.

China's comedown is being engineered by its policymakers. They want to slow expansion just enough to cool inflation without sapping job growth.

It's a delicate task.

"Nobody can say with any confidence" if they'll succeed, says Barry Eichengreen, an economics professor at the University of California, Berkeley.

China's explosive growth remains the envy of developed nations like the United States. It grew faster than any other major economy in the April-June quarter, according to The Associated Press' latest quarterly Global Economy Tracker. Only Argentina's much smaller economy matched China's 9.5 percent annual growth rate.

By contrast, the U.S. economy grew at a 1.3 percent rate in the April-June quarter, before expanding 2.5 percent in the July-September period.

The AP's Global Economy Tracker monitors economic and financial data in 30 countries representing more than 80 percent of global output.

Economists worry that China's economy could suffer what they call a "hard landing." They fear that a sudden plunge in China's growth would harm the economies of the United States, Europe and small countries that need China to buy their coal, copper and other raw materials.

That threat comes as the United States is still struggling to recover from the Great Recession of 2007-2009. And an agreement last week to ease Europe's debt crisis might not prevent the continent from sliding back into a recession that would ripple through the United States and other countries.

When surveyed this year by the Society of Actuaries, corporate risk managers in the United States, Canada and elsewhere said a slowdown in China posed the greatest threat to their business.

A hard landing wouldn't just squeeze U.S. and European exporters. It could also destabilize Chinese society. And it could escalate global trade tensions.

Hampered by high inflation and declining exports, China's growth is expected to decelerate from 10.3 percent last year to 9.5 percent in 2011 and 9 percent in 2012, according to the International Monetary Fund. The IMF expects the global economy to grow 4 percent this year.

Developing countries emerged almost unscathed from the Great Recession. They're now growing much faster than rich countries. According to the AP's global tracker:

_The three fastest in the April-June quarter were China (a 9.5 percent annual growth rate), Argentina (9.5 percent) and Indonesia (6.5 percent).

_The laggards are from the industrialized world ? Japan (down 1.1 percent), Norway (up 0.3 percent) and Britain (up 0.6 percent).

_Growth is slowing worldwide. It weakened from a year earlier in 19 of 26 countries that reported April-June data.

China's gaudy growth doesn't mean much to Xie Jun, who runs a factory in the southern Chinese boomtown of Dongguan. He's enduring a tough year.

His company makes and exports headphones, cell phones and computer accessories. It's paying 30 percent to 50 percent more this year for chemicals, fuel and other raw materials. Labor costs have nearly doubled.

Xie's customers are reducing orders, forcing him to lay off more than 10 percent of his staff at Dongguan Jincai Real Co.

"I just feel hopeless," Xie, 45, says. "It's hard to say if it will get any better next year."

China will likely account for nearly a third of global growth this year.

Exporters depend on China's demand for raw materials and consumer goods. Mines in Australia and Chile supply it with coal, copper and iron ore. General Motors sells more vehicles in China than anywhere else. China was the No. 3 destination for U.S. merchandise exports last year, behind Canada and Mexico.

China's economy must expand 8 percent a year just to keep enough people employed to "maintain its social and political stability," economist Nouriel Roubini wrote in an August report.

Eswar Prasad, professor of global trade at Cornell University, puts the odds of a hard landing in China at 50-50.

Other analysts say they're confident China's policymakers will manage to reduce inflation gently without stifling growth too much.

The authorities "are well-aware of the risks," says Bob Mark, who runs Black Diamond Risk Enterprises and has advised Chinese banks. "It's not like they're going to be blindsided."

China's central bank has raised interest rates five times since mid-2010 to try to shrink inflation. Even so, consumer prices jumped 6.2 percent from August 2010 to August 2011. That was fifth-fastest among the 30 countries in the AP's global tracker. In the United States, by contrast, prices rose 3.8 percent in the 12 months ending in August.

News that China's growth dipped to 9.1 percent in the July-September quarter from 9.5 in the April-June period was met with relief by some economists. Rajat Nag, managing director of the Asian Development Bank, says it suggests a soft landing ahead.

Eichengreen notes that Beijing's communist authorities "have lots of levers they can pull, unlike U.S. authorities."

Senior bureaucrats in effect run the economy. The government owns most of the biggest companies and banks. It controls the currency.

Officials can, for example, suppress the value of their currency, the yuan. A lower yuan makes Chinese goods cheaper overseas. Washington has long accused Beijing of keeping its currency artificially low to give its exporters an unfair edge.

Chinese policymakers can also order state-owned banks to lend if the economy slows much. They can command local governments to keep workers busy building roads and bridges.

Roubini, a New York University economist who runs a research firm, thinks China's authorities will use all those tools to keep the economy growing briskly through 2012. They'll want to ensure a smooth transition next year, when a new president and premier will come to power.

But Roubini and others think the outlook after that is bleaker. He expects China's growth to sink to 5 percent or less after 2013.

At the heart of the problem is how China has stoked its expansion. It hasn't encouraged its consumers to drive the economy with their spending, as Americans do. Instead, it's juiced growth by pushing exports and investing in factories, roads, railways and real estate.

Such investments account for about half of China's output ? a wildly lopsided share that suggests it's investing in far more construction than it needs.

Behind the investment boom are bank loans that might never be repaid, because the projects aren't expected to throw off enough revenue.

The Great Recession worsened things for China. Exports fell. Beijing responded by passing a $600 billion stimulus program. Banks were pushed to lend. Local governments were nudged to invest heavily.

Roubini's research firm estimates that China has wasted $1.4 trillion since 2008 on investments that will likely end up as bad debts.

Optimists say China is merely planning for the future. A growing middle class will eventually occupy the new houses, ride the new trains, fly from the new airports and drive new cars on the new highways. The new factories will make goods to meet rising demand at home and abroad.

But demographics pose another problem. China is aging fast. Largely, that's because of population control policies that limit most families to one child. This year, 8.9 percent of Chinese were 65 or older. By 2021, 12.9 percent will be.

"A significant slowdown is coming because their labor force is aging," Eichengreen says. By 2015 or 2016, he says, China's growth could slow to 5 percent or 6 percent.

Economists have urged China to rely more on its consumers and less on exports and dubious investments. In Dongguan, factory owner Xie would agree.

"I am thinking about focusing more on the domestic market next year," he says. "At least we have 1.3 billion people. It is a big market."

Scientology church appeals French fraud conviction (AP)

PARIS ? The Church of Scientology's appeal of its fraud conviction opened Thursday in a court in France, with defense lawyers planning to argue that Scientologists' freedom of religion and association were curtailed by the ruling.

In 2009, a court convicted the church's French branch, its bookstore and six of its leaders of organized fraud. The group was accused of pressuring members into paying large sums for questionable remedies and using "commercial harassment" against recruits.

The group and bookstore were fined euro600,000 ($830,000). Four leaders were given suspended sentences of between 10 months and two years. Two others were fined.

While Scientology is recognized as a religion in the U.S., Sweden and Spain, it is not considered one under French law.

In the original complaint, a young woman said she took out loans and spent the equivalent of euro21,000 ($29,000) on books, courses and "purification packages" after being recruited in 1998. When she sought reimbursement and to leave the group, its leadership refused to allow either. She was among three eventual plaintiffs.

In that trial, prosecutors had tried to get the group disbanded in France and fined euro2 million ($2.8 million). But the court declined, in the end, to even take the lesser step of shutting down its operations, saying that French Scientologists would have continued their activities anyway "outside any legal framework."

The Los Angeles-based Church of Scientology, founded in 1954 by science fiction writer L. Ron Hubbard, teaches that technology can expand the mind and help solve problems. It claims 10 million members around the world, including celebrity devotees Tom Cruise and John Travolta.

The Pros and Cons of Switching to Google's New iPhone App (The Atlantic Wire)

Alongside Google's Reader and Gmail renovations, Google has finally introduced a native iPhone App. The iPhone already comes with a nifty mail feature, which runs Gmail (or any mail client) through its app. But it doesn't have all the Gmail features some know and love. Yet, Google's a bit late to the app game, how does Google think it's going to convince people to switch from the old, familiar email client??

Related: China's Military Accuses U.S. of Unleashing an 'Internet Tornado'

Reasons for Switching

Push notifications Gmailers couldn't set up those little pop up notifications or sounds when routing Gmail through the iPhone Ap, as TechCrunch's MG Siegler noted on his personal site Paris Lemon. "Perhaps the biggest issue with using Gmail through the iPhone?s native mail client is that Gmail is not Push-enabled," he wrote. "Yes, you can hack it to work through Exchange, but then you lose other functionality, such as the ability to star messages via flags." The Gmail app incorporates that missing aspect,?with alerts for new messages.?

Related: Farewell Google Labs, You've Been Good To Us

Organization? The Apple app has a very simple interface, showing emails in a chronological list having separate screens for all the different inboxes. Gmail's app looks and works like Gmail. ?It has priority inbox and users can view labels without ever leaving the inbox. The organization of the actual email threads are easier to read, too. Instead of having to look through each email on a thread separately, Gmail shows the entire thread. It also has some other appreciated Gmail features like, starring and quick archiving and deleting.?

Related: A Sneak Preview of the New Gmail

Access to Contacts Apple's client remembers an email address once it has been used. Otherwise, you have to take the time to look up and completely type out your grandmother's non-sensical email address. The Google app has access to all stored email addresses.?

Related: iPhone Location Tracking Gets Worse: Apple Saves the Data

Reasons to Stay Put

Bugs?It already looks like Google's app isn't working the way it's supposed to. Push notifications and badges?apparently?aren't working, explains Business Insider's Ellis Hamburger. And TechCrunch's Sarah Perez says it doesn't launch properly. If previous Google apps are any indication of things to come, we can expect even more bugs.?

Related: Android's Browser Leaves the iPhone's in the Dust

Clutter? It looks exactly like Gmail does on the Interwebs. There's a lot going on there -- it's?not exactly phone friendly.?

Inertia Those already using Apple's mail, know it's easy and it works without kinks. As with any app, Gmail's might be buggy. Why take the effort to switch over? Those who really wanted Gmail on their phones probably already switched over to a non-Google made application -- this isn't much different.?

iTunes Nixes Amazon Cloud Music Player for "Legal Issues," gMusic ...

iTunes Nixes Amazon Cloud Music Player for "Legal Issues," gMusic May Be NextEarlier this month, we posted about how to play the music stored in your Music Beta by Google account on your iPhone using an app called gMusic. Today, we had planned to do the same for aMusic, a $2 app that lets you play music in your Amazon storage locker on iOS as well.

Just one problem: It can no longer be found in iTunes. We hear this is due to that ominous phrase: "legal issues with the music industry." From the looks of things, labels were not too pleased with the way this app united Amazon's cloud music lockers with Apple's iOS devices.

However, gMusic, which we have tested, is still live in iTunes, so whichever music industry person or people was responsible for deleting aMusic doesn't appear to have the same problem with gMusic.

That said, gMusic could be on its way out too, because Apple has delayed approving an update to that app for an unspecified reason.

Here's the full statement from James Clancey of Interactive Innovative Solutions (IIS) to Evolver.fm about the state of his company's aMusic and gMusic apps:

There are some legal issues with the music industry. The aMusic [app] is down temporarily. It will be back. Unfortunately I do not have a specific date when it will be back.

Also, Apple has been delaying my gMusic update. I submitted it 2 weeks ago. Every other update I have submitted within the 2 weeks has been approved in under 8 hours. So not sure what the deal is.

Begun, the cloud music wars have - and IIS appears to have waltzed right in the middle of it, by creating apps that put the music stored in Amazon's and Google's clouds onto the iPhone.

Until recently, it was possible to play music from the big three clouds (Amazon, Apple, and Google) from the same iPhone (so far as we can tell, Dropbox can play cloud music too, but only via the web). You could use them essentially the way we used to use cassettes for mix tapes, increasing your cloud-based music capacity without paying more.

For example, you could upload new music discoveries to Music Beta by Google, mirror your old favorites to Apple iCloud, and put all your workout music and perhaps a few niche genres on Amazon Cloud Drive.

However, separating music clouds from their mega-sized motherships turns them into commodities. If you can use all three of these music clouds with the same phone just by tapping a different app, you're unlikely to develop an exclusive reliance on one or the other, which is what each of these companies hopes will happen (see also: "iCloud Is Like a Roach Motel You'll Love Anyway").

Clancey says aMusic's deletion from iTunes is temporary, and that aMusic will reappear in the iTunes app store soon.

Having witnessed other "legal issues with the music industry," we're not holding our breath.

iTunes Nixes Amazon Cloud Music Player for "Legal Issues," gMusic May Be Next Evolver.fm observes, tracks and analyzes the music apps scene, with the belief that it's crucial to how humans experience music, and how that experience is evolving.

Sinaloa group 101: Five facts about Mexico's powerful drug cartel

US authorities announced this week the dismantlement of a massive drug-smuggling operation in Arizona, believed to have generated $2 billion in proceeds over five years. The 76 suspects arrested in the 17-month probe, dubbed Operation Pipeline Express, are allegedly connected to Mexico?s Sinaloa cartel, the most powerful drug-trafficking organization operating in Mexico ? and, some say, in the Western Hemisphere. ?Today we have dealt a significant blow to a Mexican criminal enterprise that has been responsible for poisoning our communities,? Arizona Attorney General Tom Horne said in the statement.

But who are the Sinaloa cartel?

- Sara Miller Llana,?Staff writer

The group is led by Joaquin Guzman-Loera, also known as ?El Chapo,? who is Mexico?s most wanted fugitive. He is listed in the US State Department?s Narcotics Rewards Program, which says the information leading to his arrest could generate $5 million in reward money. ?El Chapo? means ?the short one? in English. (Mr. Guzman is 5 feet 8 inches and weighs 165 pounds, according to the state department.)

He received international notoriety after escaping from a maximum security prison in Jalisco state in 2001. The escape was allegedly achieved with the help of prison employees. Even as he remains on the lam, he is perhaps the most powerful drug lord in this region.

His whereabouts are the source of constant speculation, with sightings reported as far as Guatemala to Bolivia. Mexican President Felipe Calder?n told The New York Times recently he might be in the US. His wife recently gave birth to twins in California.
