MOUNTAIN VIEW (CBS / AP) ? Google wants to buy solar panels for your house.
The search giant announced Tuesday that it will provide $75 million to build 3,000 residential solar electricity systems across the country. Google will own the panels, and get paid over time by customers who purchase the electricity the panels produce.
Google is creating a fund with a San Francisco company called Clean Power Finance that local solar installers will be able to tap so they can offer financing plans to prospective buyers. The plans allow homeowners to install a $30,000 solar electricity system on their house for little or no money up front. Instead, customers pay a monthly fee that is the same or less than what they would otherwise be paying their local utility for power.
Google will earn what it calls an attractive return on its investment in two ways. It gets the monthly fee from homeowners, and, as the owner of the systems, Google will get the benefit of federal and state renewable energy subsidies.
The systems will not carry the Google brand, however. Instead, local installers will offer the financing deal under their own brands.
Solar power has gotten dramatically cheaper, but the up-front cost for a homeowner remains formidable. A typical home system costs $25,000 to $30,000. Federal and state governments offer subsidies to help defray the cost somewhat, but it is still far too much money for many homeowners to shell out.
Solar financing plans are offered by a handful of large solar companies such as SunRun, SolarCity and Sungevity, and they are growing in popularity. Google established a $280 million fund with SolarCity in June to help SolarCity expand its offerings.
But Google?s new fund will flow instead to small, local installers who would otherwise not be able to offer these financing plans. Google says there are 1,400 solar installers in all 50 states.
?Cash sales (of solar panels) have been good, but once you add financing, sales can go through the roof,? said Rick Needham, Director of Green Business Operations at Google, in an interview. ?It?s an opportunity to significantly expand the market.?
This is the second such fund established by Clean Power Finance. The company declines to name the investor in the original fund, but says the amount of the fund is larger than Google?s. Google hopes its investment will show a way for other investors to team up with installers to finance many more home solar systems and make a profit in the process.
This is the latest a string of investments Google has made in renewable energy, now totaling $850 million. Google has invested in wind farms in North Dakota, California and Oregon, solar projects in California and Germany, and a project off the East coast meant to help make offshore wind farms possible.
Google has said it is disappointed that it can?t buy renewable electricity for its power-hungry data centers so it is investing to help renewable power expand in scale.
One of Google?s ten philosophical pillars is: ?You can make money without doing evil,? and reducing the environmental impact of its business has long been a focus of co-founder and CEO Larry Page. The company says that since 2007, it has completely offset its emissions of greenhouse gases by paying for projects that remove greenhouse gases from the atmosphere.

Egypt: Why the Muslim Brotherhood Isn't All That Fraternal (Time.com)
The thundering wave of democratic change sweeping across the Middle East has empowered Islamists, a development often couched in "told you so" tones by some commentators and politicians. But an Islamist is not an Islamist is not an Islamist. Like most political ideologies, there are shades - sometimes just gray, at other times, more starkly black and white - between the various groups now giving voice to their long-stifled political rights.
This vibrant, boisterous awakening is loudest in Egypt, the Arab world's most populous state and the birthplace of some of Islam's most influential modern thinkers, including Hassan el-Banna, the founder of the Muslim Brotherhood, and Seyyid Qutb, considered by some the father of modern Islamic fundamentalism - and an inspiration to al-Qaeda. A plethora of Islamist political forces have emerged in Egypt - from hardcore Salafists (who espouse a strict, literalist reading of the Koran) to more moderate, inclusive bodies. Although the revised political party law issued by Egypt's military rulers, the Supreme Council of the Armed Forces (SCAF), prohibits the establishment of parties based on "religion, geography or race," the new organizations have dodged that restriction by forming "civil" groups with Islamic frames of reference, like the Brotherhood's Freedom and Justice Party. To date, SCAF has denied only one licensing application, submitted by the formerly militant group Al-Gamaa al-Islamiya, which waged an insurgency against the Egyptian state for decades until the mid-1990s.
As the political jockeying begins for staggered elections in the lower house of Parliament that kick off on Nov. 28, it's unclear if the various Islamist groups will compete against one other, or coalesce to take on the secular, liberal parties. (A three-round election for the upper house will be held from Jan. 29 to March 11.) The powerful Brotherhood recently said it will vie for 40% of the lower assembly, down from an earlier figure of 50% which was up from the 30% suggested by spokesman Essam el-Erian back in March. (Erian is now the vice-president of Freedom and Justice.)
The party now says it does not want a majority on its own, but hopes the Democratic Coalition it has joined (a loose alliance of more than 30 political groups including the liberal Wafd Party), will take the lion's share of the assembly. Still, while it seeks to win seats in the house, the Brotherhood's own house is exhibiting signs of division, with members splintering away from what was for decades one of the best organized, although subdued, political forces of any shade during Hosni Mubarak's dictatorship. The Brotherhood's breakaways are mainly disaffected youth. Some are uneasy with their elders' comfortable ties with the ruling military council; others more closely identify themselves with other groups. (For example, there are at least four new parties formed by Salafis.)
Still others, like Mohammad Othman, say the party doesn't represent them any more. Othman, 30, was a member of the party for 13 years, but left it a few months after Mubarak was toppled. He participated in the mammoth demonstrations in the capital's Tahrir Square, but says it soon became clear to him that the Brotherhood wasn't interested in real change. "It has forgotten about the more important concerns of the street, it's too busy creating deals with the ruling military council. I think it has betrayed the revolution," he says. "The Ikhwan [Brothers] talk about reforms, they aren't interested in real change on the Egyptian street." Othman says that many of his friends have also left the party, for similar reasons.

Erian is quick to brush off the defections. He says they are small in number, unorganized and don't pose a threat. "We are not worried about such things because it is an ordinary thing that some people will separate," he says. "We will wait to see what their future is, if they form parties and how they go ahead." Those who have left the party will have a lot of catching up to do if they want to compete with the Brotherhood, especially in its capacity as a civil society organization, a role that wins it vast support on the ground - support it can cash into political capital.
Still, not all of the Brotherhood's breakaways are political neophytes, and if, as Erian says, the party isn't worried about dissidents, then why did it reportedly expel members who had attended a conference by presidential candidate Abdel Moneim Aboul Fotouh, a rebel from the Islamist group? Erian denies the account, published in several Egyptian newspapers, and says that the members were "criticized, only criticized, not punished at all" for breaking party ranks and attending the event organized by Aboul Fotouh. Aboul Fotouh was a leading figure in the Brotherhood for decades, a popular reformist, who was expelled this summer for defying the party's decision not to enter the presidential race. He is now running for president, and drawing a lot of support from young, reform-minded Islamists like Ibrahim el-Houdaiby, 28, an independent who has emerged as one of the Brotherhood's most outspoken critics.
Houdaiby doesn't like to flaunt his family's storied history in the Brotherhood, but it is a pedigree that affords him a unique platform. Erudite, articulate and exceedingly modest, his great grandfather, Hassan el-Houdaiby, was the Brotherhood's second supreme guide after Banna's assassination in 1948. His grandfather was its sixth, serving between 2002 to 2004. "The Brotherhood is always occupied with the religious question, of proving their religious moderation, so that keeps them unfocused on different matters," Houdaiby says. "I have a lot of hope in somebody like Aboul Fotouh, particularly because of that. If you look at his political stances, you could never understand them as the political stances of an Islamist, and stop there. He's confident enough to move beyond the question of religion."
Houdaiby says that Aboul Fotouh appeals to Egyptian concerns about finding jobs, security, the rising cost of living and eliminating corruption. They are not focused on on the question of religious identity, like many Islamist politicians. A survey by the Egyptian Cabinet's Information and Decision Support Center published on Sunday, said that a whopping 65% of respondents would not even consider following a cleric's endorsement of a political candidate. Although sample size and other statistics about the survey were not provided, it's a fact from Islamabad to Cairo that influence from the pulpit doesn't necessarily translate into political power on the streets or in parliament. Islamic identity only becomes a powerful, unifying political force when it is threatened, as it was during the Mubarak years. That's why, as Houdaiby says, the Brotherhood, which "stood united for 80 years in the context of oppression, cannot stand in the context of freedom." Houdaiby quit the party in 2008, for ideological reasons. There are four schools inside the Brotherhood, he says: Hassan el-Banna's, Salafists, the Qutbis, and the traditional Azhari school, promulgated by the venerable Al-Azhar institute in Cairo, Sunni Islam's foremost seat of learning. Houdaiby sympathies are for the Azhari school. The Brotherhood, he says, is now dominated by Qutbis and Salafis.
Still, the various groups have far more uniting them than dividing them. Tensions may arise if several Islamist candidates from across the ideological range vie for the same electoral seats. The so-called Coordinating Body for Islamist Political Action was recently formed by young men and women hoping to avoid such a scenario by encouraging the creation of unified Islamist lists for the upcoming election. But perhaps that sorting process is better left to the ballot box. Ultimately, it is the voters who will decide if an Islamist is an Islamist is an Islamist - and whether voting for one will make a big enough difference to their political and economic future.

Shanghai subway trains crash; hundreds injured (AP)
SHANGHAI ? A Shanghai subway train crashed into a stopped train during a signal failure Tuesday, injuring more than 270 people in the latest trouble for the newly expanded transportation system in China's commercial center.
The signal failure meant trains on Line 10 were being directed via phone by subway staff instead of electronic signals and thus were running at lower speeds, Shanghai Shentong Metro Group said in a statement. That line opened last year and is one of the city's newest.
At least 271 people were hurt, none seriously, said Xu Jiangguang, head of the city's health bureau. Some of the injured were carried away on stretchers, however, and 30 were being kept overnight for observation.
"This is the darkest day ever for the Shanghai subway. Regardless of the cause or responsibility, we are stricken with remorse for having caused our passengers injury and losses," the company said in an apology posted on its blog. "We want to deeply, deeply apologize."
The signal system is a product of Casco Signal Ltd., a joint venture of China Railway Signal and Communication Corp. and Alstom, which reportedly supplies signal systems to a number of subways in Chinese cities including Beijing, Shanghai, Tianjin and Shenzhen.
Casco was blamed for a subway train crash in Shanghai in 2009, and it was the supplier of a centralized traffic control system for a railway in east China's Zhejiang Province where two bullet trains crashed on July 23, killing 40 people and injuring 177.
That accident exposed festering resentments over the huge costs of the country's massive buildup of its rail system, especially its high-speed lines.
Authorities have not yet disclosed the results of an investigation into the cause of that accident, though state media cited experts as saying signaling equipment was a key factor.
In Tuesday's accident, the trains were relatively crowded when they crashed at midafternoon. Photos posted online by passengers showed some of the injured covered in blood and crouching or lying on the floor of the train.
A woman who did not give her name told Associated Press Television News the train she was on had stopped for a while when the crash happened and she saw people hurt and bleeding afterward.
Firefighters helped evacuate the approximately 500 passengers on the trains, taking them out through emergency exits and walking them through the subway tunnel.
The crash snarled downtown traffic as police blocked roads to clear the way for ambulances, and hundreds of gawkers gathered to watch as passengers were escorted from the subway.
Shanghai, a city of 23 million, has rapidly expanded its subways in recent years and some lines have had problems with windows shattering, doors not opening properly and trains stopping suddenly or in the wrong spots along platforms.
Tuesday's was the third system failure in two months on Line 10. It is among several opened last year that were built hastily ahead of the 2010 World Expo, which brought more than 72 million visitors to the city.

Some tea party activists even suggested that Perry?s attitude on immigration meant it was all over for the man they once saw as their champion to deflect what seemed to be the juggernaut of Mitt Romney ? the man many conservatives don?t trust and don?t particularly like.
For his part, Romney quickly picked up on the issue.
?I think if you are opposed to illegal immigration, it doesn?t mean you don?t have a heart. It means you have a heart and a brain,? Mitt Romney said the next day at the Conservative Political Action Conference in Florida.

Program Helps Those Who Struggle With Water ? CBS Baltimore

WESTMINSTER, Md. (AP) ? Kelly Hoover has been involved with the therapeutic recreation swimming program on-and-off for 10 years.
Specialized for people with developmental disabilities, the eight-week swimming class has given Kelly, 23, more than just the ability to swim.
?We put Kelly in the program for a therapeutic and a recreation activity,? said Denise Hoover, Kelly?s mother. ?She wasn?t able to enjoy everything the way her normal peers could.?
The therapeutic recreation swimming program is one of 12 classes that make up the Carroll County Department of Recreation and Parks? therapeutic recreation program. Serving people in the county with developmental disabilities for more than 20 years, the programs offered throughout the year include bowling, cooking, music, fitness and singing classes.
Deborah Gemmill, therapeutic recreation specialist, said the swimming program is catered to people of all ages, which makes it one of the more popular programs. She also said that the pool at Carroll Springs School, where the classes are held, has helped people in the program overcome motor problems stemming from their disabilities.
Kelly, who is legally blind and suffers from other developmental disabilities, can now do the breaststroke, backstroke and swim the length of the pool. But other than her achievements inside of the pool, the program has served as a confidence builder and social outlet for Kelly.
?This population can?t interact in every activity,? Denise said. ?So the swimming has helped Kelly bond and form some friendships that way.?
The program is broken into three classes ranging from ages 2 to adults. The classes are formed based on age and the condition of the person?s disability.
The program started the month and runs through Nov. 2, though people interested in participating this year can still register.
Janis Krolus, swimming instructor, said that learning how to swim is an invaluable tool for people with developmental disabilities because it teaches self-confidence and gives them a skill they can continue to use outside of the class.
The Turtles class, ages 2 to 7, is for parents and their children where the focus is on getting the children adjusted to being in the water. The Splish! Splash! group, ages 8 to 12, is a more structured class that teaches the basics of swimming, including the breaststroke, backstroke and breathing techniques.
?My concern is to make sure that people know how to swim and how to be safe in the water,? Krolus said.
The adult group, Lucky Ducks, is a more social class where the participants work on being more comfortable in the water.
Meghan Lindner, 26, has participated in the program for several years and is again registered this year. Her mother Donna said that swimming has become Meghan?s favorite hobby.
?It was wonderful. She got to be around other kids. It was a lot of socializing, but she also learned how to swim,? Donna said. ?She loves it.?

Los Angeles ? Abduction and rape victim Jaycee Dugard?s lawsuit against the US government, which challenges the principle that the government cannot be held responsible for the actions of federal officials, also raises the issue of violence against women and children.
Ms. Dugard was held for almost two decades, during which time she was repeatedly raped and gave birth to two children. Her lawsuit alleges ?gross neglect? on the part of the federal parole officers in charge of supervising Phillip Garrido, the federal parolee who kidnapped her.
The case drew sensational headlines in 2009 when Dugard was discovered. Now 31, she was 11 years old when she was kidnapped from a South Lake Tahoe, Calif., street by Mr. Garrido and his wife in 1991.

She was taken to a home where she spent the next 18 years captive in a backyard tent. She gave birth to two daughters fathered by Garrido, who has since been sent to prison. He had been granted parole in 1988 after serving 11 years in prison for another kidnapping and rape.
Legal observers say Dugard?s suit, which she filed Thursday morning in a San Francisco court seeking unspecified damages, is focusing a spotlight not only on her own case, but the larger issue of violence against women and children.
?Sunlight is the best disinfectant,? says Andrew Stoltmann, a Chicago-based attorney. ?Ms. Dugard is likely filing the suit to draw attention to the incompetence of parole agents who allegedly failed to properly monitor Garrido, with the hopes of preventing future cases similar to hers,? he says.
According to a statement released Thursday by her spokeswoman, Nancy Seltzer, any award from the lawsuit would go to Dugard?s private charity, the JAYC foundation, which assists families recovering from abduction and other trauma.
Mr. Stoltmann notes that Dugard has already received a large monetary award. In 2009, her family received a $20 million settlement through a state victims compensation fund after the California inspector general found that state corrections officials failed to properly supervise Garrido, whose parole case was handed over from federal officials to the state in 1999.
The US Department of Justice so far has no comment on Dugard?s suit, according to spokesman Charles Miller, who notes, ?we have not seen the papers yet.?
There is general agreement among legal analysts, however, that her case is a long shot at best.
These cases are hard to win, says Detroit attorney Mary Massaron Ross, ?because of the strong immunities in place to [shield] local, state and federal officials.?
?Sovereign immunity typically bars suit against the federal government. Even if there were no immunity, the Supreme Court has made failure-to-protect claims virtually impossible to advance to a jury,? says author and lawyer Norm Pattis, via email.
Beyond that, he says, ?she cannot establish that better monitoring would have prevented her abduction.? No matter how sympathetic she may be as a plaintiff, he says, ?the case should be dismissed without discovery.?
While the suit faces stiff obstacles, Villanova University law professor Michelle Dempsey says the case may be important on other grounds.
Courts in the US have been trending away from the principle that government has an obligation to protect women and children against violence, she says.
But international legal trends have been headed in the opposite direction, calling it a basic human rights issue, Ms. Dempsey notes. She points to a recent decision that underlines this point in the case of a Colorado woman, Jessica Gonzalez, who sued the local police after her estranged husband kidnapped and killed her children.
Ms. Gonzalez pursued her case through the US Supreme Court, where she lost. But in August she won her petition to the Inter-American Commission on Human Rights, in which she claimed that the US was responsible for human rights violations resulting from the police inaction and the Supreme Court?s decision.
Dempsey acknowledges that the Dugard case will be decided on US legal principles, but, she adds, ?it is important to realize that courts all over the world are moving towards seeing the protection of women and children against violence as a basic human right.?
At the same time, there is only so far courts can go in allowing victims legal redress against government officials, says Los Angeles attorney Jason Feldman, of Feldman and Wallach.
?It could potentially open the floodgates if everyone was allowed to second guess the decisions of police and other government officials every time they did their job,? he says.

For any business owner currently needing a commercial loan or working capital financing, the concept of ?Dead Banks Walking? is likely to be an essential part of their decision. This description has been used by several sources recently, all with a similar reference point of banks which have already gone broke. This critical but apparently accurate assessment is largely derived from a straightforward net worth approach. Such an analysis recognizes that many banks have substantial assets which are either worthless or at least worth well below the values reflected on their books, with the resulting real current value being less than the current debts of many banks.
Based on the evaluation of many observers who have realistically reviewed current asset values, most of the largest banks in the United States been shown to be worth even less than Lehman Brothers (which is already in bankruptcy). Many banks have compounded their public relations nightmare by demonstrating very little common sense in how they make commercial loans and spend money. If a bank is already worthless, it certainly calls into question how businesses and commercial borrowers will benefit by the government throwing money at these ?zombie banks? in the first place. This controversy has been fueled by the failure of most banks to increase their commercial lending to business owners after receiving government bailout funds. Banks who have received bailout funds appear to be determined to hoard the money in order to preserve their own solvency rather than providing commercial finance funding to commercial borrowers.
This raises several questions. The emerging consensus is that giving otherwise bankrupt companies (the dead banks walking) more cash does little more than cover the internal operating expenses for the zombie banks.
First, should we really believe that a bank should be ?saved? simply because it is so large? There appears to be a growing majority of the public which would suggest that these banks have already lost too much good faith to ever recover in response to some arguments that the largest banks cannot be taken over even if they are already insolvent.
Second, is there a better way to solve the problem than giving insolvent banks more money? George Soros and others have recently described in detail how other banking systems have successfully handled mortgage financing. Even though residential and commercial real estate loans are thought to be at the heart of the current crisis, there is no real effort underway to revise this approach.
Third, can business owners really afford to wait for the government to solve this problem? Although waiting a few weeks or even several months might be viable for a practical solution which results in needed commercial loans, the current logjam impacting business finance funding shows little evidence of subsiding that quickly. Prudent commercial borrowers should seek alternative sources for essential working capital financing such as business cash advances. In case it is not obvious from the discussion above, dead banks walking and zombie banks can be avoided when seeking new commercial financing.

LOS ANGELES (AP) ? A Los Angeles court appears to be close to seating a jury that will hear the involuntary manslaughter case of Michael Jackson's personal physician.
Prosecutors and defense attorneys had each used eight of 10 challenges to the group of potential jurors after questioning members of the group Friday morning.
Once all the challenges are exhausted, then attorneys will work toward finding six alternate jurors to hear the case. Opening statements are expected to begin on Tuesday in Los Angeles.
Bailiffs marched 84 potential jurors into the courtroom Friday morning, but 10 were quickly dismissed because they said they could no longer serve on the case.
Murray has pleaded not guilty to involuntary manslaughter and could face four years in prison and loss of his medical license if convicted.
