What $1 million will get home buyers around the U.S.

How much can you get for $1 million in today?s real estate market? The answer, of course, varies depending on where you?re looking to buy.

In the wake of the U.S. housing crisis, consumer confidence and home values fell sharply, while prices in some cities are less than half of what they were in 2007. In many local markets, however, such as in New York, San Francisco, Anchorage, Alaska, and Omaha, Neb., people on the front lines are optimistic about a recovery in sales volumes, prices and buyer confidence.

One price range of particular interest is the $1 million market, where affordability and luxury come to a crossroads. In some places, $1 million may buy you a mansion; in others it may fetch a more moderate home. Although in most markets, homes in the $1 million range are not typical, they provide a good reference point for spending across the country as well as the health of local economies.

CNBC.com surveyed real estate agents in 18 U.S. cities to gain individual perspectives on the health of America?s local real estate markets. The following slides include example homes from each market valued between $1 million and $1.25 million that are either currently for sale or recently sold. The participants in the survey offered a front-line perspective on how local markets are performing compared to last year, how the dynamics are changing and what buyers and sellers are asking when buying a home.

Omaha

Local perspective:

?Last year, the high end market was dead, and it has picked up tremendously from this time in 2011,? says Deb Cizek of the Cizek Group. According to Cizek, homes valued above $1 million are among the hottest properties in the city, and aggressively priced homes can sell in as little as 30 days, while homes without significant reductions may remain on the market for 120 days or more before being sold.?

Cizek says that most home buyers in Omaha are relocating or upgrading from a previous home, with a noticeable lack of first time buyers. She maintains a positive outlook for prices and buying activity through the end of the summer.

New York

Local perspective:
?The real estate market in Manhattan is much more vigorous than it was a year ago,? says Kelly Robinson of Town Real Estate, ?A lot of people feel like they missed the bottom of the market, and it has created a sense of urgency.? According to Robinson, sale prices in the luxury market rose by 8.7 percent per square foot, with the average sales price of homes in Manhattan standing just under $5.6 million in the first quarter of 2012.

The city real estate market is fueled by confidence and increasing rental prices, says Robinson, and the luxury segment for homes priced above $5 million is where the most robust buying activity is focused. That?s because of a limited inventory in this segment and a pool of willing buyers waiting to enter.?

Robinson says she has seen a significant increase in activity and number of bidding wars for properties and is expecting strong second-quarter numbers, especially in the luxury sector. New York has seen a variety of buyers, from first time homeowners frustrated with the high price of renting to foreign investors and native residents looking to relocate.

She says that in New York, buyers are concerned about a home?s price per square foot but also have a variety of questions when purchasing, including the financial condition of the building itself, number of owner-occupied units on the property and restrictions on lifestyle and usability of the property, such as whether the owner is allowed to have pets, sublet the apartment or whether the property can be purchased for a child.

San Francisco

Local perspective:
Although listing for $1,099,000, the home featured here ended with a final sale price of $1,170,000, according to the broker involved. This upward bidding reflects strength in the San Francisco market, and compared to last year the city is ?seeing more buyer confidence, more buyers, considerably less inventory and a more cautious lending environment, with no real appraisal issues,? says Mark Best of Coldwell Banker Residential Brokerage.

Homes priced in the $1 million range sell slower than entry-level homes priced up to $800,000, says Best, but are selling faster than homes priced above $2 million. However, San Francisco is one of the U.S. cities where homes are selling the fastest. Best sees this trend continuing to improve from last year. He believes that one of the biggest challenges to the market will be to reduce inventory, but sales are helped by low interest rates and a positive jobs outlook.

Honolulu

Local perspective:

Home prices are up 10 percent on Oahu, the island where Honolulu is located, says Patti Nakagawa of Coldwell Banker Pacific Properties, although sales have dropped slightly since last year. She says this is a result of low inventory, multiple offers on existing properties and qualified homebuyers waiting for new homes to come to market. In Honolulu, homes selling for more than $1 million take much longer to sell, with about an 11 month inventory waiting to be sold.

Nakagawa anticipates a strong overall market for 2012. She points out that the Hawaii property market has the benefit of a large number of second homes, with buyers from the mainland looking to snatch up vacation properties.

Atlanta

Listing price: $1,095,000
Bedrooms: 5
Bathrooms: 4 full, 2 half
Size of home:? 6,000 sq ft

Local perspective:
Shea Zimmerman of Harry Norman Realtors says: ?There is definitely a change in the market and all for good. Sales are up between 8 percent and 10 percent in our market area.? She says that homes priced in the $1 million to $3 million range are selling much faster than those in higher price ranges, and the area benefits from a light inventory, cutting the average time a house will spend on the market nearly in half from this time in 2011.

Zimmerman?s outlook for Atlanta is increasingly positive. She says increased activity this spring began earlier than normal, a trend she expects to see through the second quarter. Most buyers are relocating or upgrading, she says, and most of their questions are in regard to quality of the neighborhood, instead of price.?

NOAA Takes Remedial Steps After National Weather Service Chief?s Departure

The sudden retirement on Friday of National Weather Service chief Jack Hayes coincided with a set of remedial actions agency superiors took following the mishandling of appropriated funds. The actions include improved training and oversight of budget execution and better communication with Congress.

Hayes, a six-year veteran atop NWS with 30 years of experience in meteorology as well as service in the Air Force, wrote a goodbye note to staff without referencing a?May 24 memo?from his boss, National Oceanic and Atmospheric Administration chief Jane Lubchenco. The memo recapped events that led to an internal probe of misrouted funds and set in motion a dozen management changes.

The investigation, undertaken by NOAA and Commerce Department leadership in coordination with the department?s Office of Inspector General, found that National Weather Service employees reprogrammed funds without congressional notification as required by law, a NOAA spokesman said in a statement.

?The investigation also found that no funds were used on inappropriate items, they were simply used in different categories than originally budgeted. The investigation found no evidence of corruption or personal financial gain in these actions. We do not believe any money was moved out of the National Weather Service,? the statement said.

?As NOAA and department leadership say clearly, however, the employees who engaged in these fund transfers violated appropriations procedures and failed to behave according to the professional standards expected of government employees,? the statement added.

Neither the Lubchenco memo nor an accompanying?memo?from Deputy Commerce Secretary Rebecca Blank mentioned Hayes, though the NOAA chief wrote, ?the investigative team did identify personnel-related issues; NOAA is addressing those issues separately and concurrently.?

Both memos, however, referred to a breakdown in the system and faulted multiple parties, saying NOAA headquarters, the Commerce Department?s Office of the Inspector General, and Commerce?s Office of the Chief Financial Officer ?all bear responsibility for missing and mishandling early complaints about the questionable financial transactions,? Lubchenco wrote.

The story?s roots date to 2010, when NOAA executives began receiving anonymous complaints via the agency hot line. In July 2011, the administrator?s office investigated one such complaint and shared the results with Blank in late November 2011.

The following month, the two set up an internal investigative team consisting of NOAA senior executives and staff from the Commerce budget office, with the inspector general looped in to ?actively engage in this effort.? After conducting 30 interviews with 20 employees, the team produced a 60-page report in May that included 88 exhibits detailing the misrouting of funds.

The conclusions were ?disturbing? to Sen. Olympia Snowe, R-Maine, ranking member of the Oceans, Atmosphere, Fisheries, and Coast Guard Subcommittee of the Senate Commerce, Science and Transportation Committee, who said there were many remaining questions. ?I am further alarmed that the investigative report raises fundamental concerns that the core operations of the National Weather Service are underfunded and that the current process in the Department of Commerce is broken, as it ?did not encourage questioning or provide independent channels for reporting dubious budget decisions,? ? she said in a statement.

Snowe on Friday said she is writing to the appropriations panel to urge it to postpone consideration of the fiscal 2013 Commerce spending bill until Congress can review a new request by NOAA for reprogramming funds and ?also undertake concrete steps to ensure our federal budget process is transparent, subject to rigorous debate, and ultimately prioritizing the safety and well-being of the American people who rely on accurate and timely information from the National Weather Service.?

NOAA and Commerce leaders presented Congress with proposals to reprogram $26 million in the budget category of local warnings and forecasts and for an additional $9 million for radar stations. They also would create a better documented and more transparent budget process, an improved process for handling complaints departmentwide, and better training for senior executives in appropriations reformulation. In addition, they pledged to immediately brief interested members of Congress on details and commission a full independent audit of fiscal 2010 and 2011 budgeting within NWS.

A spokesman for Ralph Hall, R-Texas, chairman of the House Committee on Science, Space, and Technology, said Hall had no comment.

Dan Sobien, president of the National Weather Service Employees Organization, said Hayes ?did a lot of good things and was responsible for finding money to upgrade weather forecasting for our national air space, which in turn saved billions of dollars for the economy because it helped reduce flight delays to an all-time low.? That involved consulting airlines and air traffic controllers and then assigning extra forecasters to heavily trafficked airports in New York City, Atlanta, and Chicago, Sobien said, to assist with decisions on which runways to close in bad weather. Hayes also helped get extra funding for forecasting water levels of the Mississippi River, he added.

?It is long-held knowledge that NWS had been operating at a structural deficit -- in fact the Obama transition team was briefed on it in 2009,? Sobien said. ?It sounds like this came as a surprise, but given there?s been a deficit for over a decade, where did they think the money would come from??

Asked why the investigation was done by internal offices and not the inspector general, Sobien said, ?Yes, it seems a little odd. The inspector general could have done it considering that NOAA should have known about it.?

The NOAA spokesman said, ?Commerce has turned over the full results of its investigation to the inspector general?s office.... NOAA and department leadership will continue to work with the inspector general?s office and members of Congress to ensure that processes are put in place to restore proper oversight, that funds are properly reprogrammed and that all individuals responsible for these unauthorized transactions are held accountable.?

What Should I Look for in an Elder/Probate Mediator? | The Law ...

But one of the concerns you may have is about what to ?look for? in an elder/probate mediator.? First a detail ? I refer to this type of mediation as ?elder/probate? or ?elder and probate? as distinguished from ?elder and guardianship? which is more common in other parts of the country, because the term ?elder and probate? includes guardianship, conservatorship, estate and trust administration.? In January 2012, the Canadian Centre for Elder Law (British Columbia) published a 195 page report entitled ?Elder and Guardianship Mediation.?? Unfortunately, it appears that the report is no longer available online as it was in January 2012.? I liked the report because it is carefully researched (599 footnotes) and has useful appendices include reference materials.

What I find helpful from a consumer?s perspective are the parts of the report that zero in on ethical issues elder and probate mediators face as well as some of the standards of practice recognized by mediation organizations.? These are particularly useful in Colorado, because the State of Colorado does not certify, license or otherwise regulate mediators.

It gives a background of mediation?s core ethical standards: voluntariness of participation (this notwithstanding the fact that a judge may order parties to mediation); confidentiality of process; and impartiality and neutrality of the mediator.? The universe of elder law issues which are appropriate for mediation are outlined above, but generally concern most types of inter-generational or multigenerational family disputes.? These include any matters which are referred to mediation by a judge in probate court.

According to the report (at 36-48) some ethical issues that elder/probate mediators and participants may encounter include:

????????????? Power imbalances among disputing parties that may need to be identified before mediation is determined to be appropriate

????????????? Mediator?s ability to remain impartial (this is important in mediation because it does not have the ?checks and balances? of procedural fairness that is built into litigation process)

????????????? Self-determination and capacity to participate in mediation (here an elder adult may or may not be present at the mediation and may be supported by another person)

????????????? Accommodation of participants and ability to support parties? participation in process

????????????? Confidentiality ? this is one of the key benefits of mediation, and in a multi-party mediation or where health care or support professionals may be involved, this can be challenging

????????????? Suspected abuse or neglect ? keep in mind that Colorado, unlike most states, does not have a mandatory elder abuse reporting statute ? this issue in the mediation context is controversial and should be handled with care

Mediator competence ? as stated above, Colorado doesn?t certify or license mediators, so this can be challenging to identify what ?mediator competence? looks like in the elder/probate context.??? One thing most people forget to do is change the batteries in their smoke detectors and other safety devices. So let me take the tie to remind you that if you haven?t already done so it is past time to not change the batteries but to also test everything and make sure it is all still in proper working order.

The U.S. Consumer Product Commission recommends that you check your smoke detector batteries once a month. The alarms will have a test button that, when pushed, will cause the alarm to sound. If it does not, replace the battery immediately. Your should install new batteries once a year. Pick a date, like a birthday or the change to daylight-savings time, and make sure all of the smoke detector batteries in the home are replaced.

If a smoke detector battery does run down or goes dead in a hard-wired system, the alarm will emit a regular chirping noise. This noise will drive you nuts until you replace? the battery.Some newer smoke alarms have 10-year lithium batteries. These alarms should be tested regularly and replaced if they do not respond. Replace the entire alarm after 10 years.

Unfortunately, it includes one of mobile gaming's biggest hitters: Angry Birds. We gave installation a go on our own Lumia 610 and were met with the unfortunate message seen above. According to WindowsPhoneApps Spanish, it's not the only one affected by the reduction in RAM on these lower-priced smartphones. Blair says feared fight with Britain's media barons

LONDON (Reuters) - British leaders have no choice but to court powerful media barons such as Rupert Murdoch or risk savage press attacks which are "full on, full frontal, day in, day out," former Prime Minister Tony Blair told an inquiry on Monday.

Interrupted by a heckler who accused him of being a war criminal for supporting the U.S. invasion of Iraq, Blair paused briefly before continuing calmly to justify his ties to Murdoch with whom he developed a close friendship.

An unwillingness to take on the press in Britain has been cited by many as the reason a culture of illegality and phone hacking came about at Murdoch's tabloids, but Blair told the inquiry into media standards that he had had little choice.

He could either risk being torn apart by what he once described as the "feral beasts" of the media, or use them to get his policies implemented.

He never agreed a deal with Murdoch, he said, and only became godfather to his daughter after he left office. Calling the mogul three times in the days before the invasion of Iraq was also not particularly odd, he added.

"With any of these big media groups, you fall out with them, you watch out, because it is literally relentless and unremitting once that happens," Blair, looking tanned and smart in a navy suit and white shirt, told the inquiry.

"My view is that that is what creates this situation in which these media people get a power in the system that is unhealthy. I took the strategic decision to manage this and not confront it but the power of it is indisputable."

Blair, whose reputation for obsessive media management brought him so close to Murdoch that the tycoon would joke about their love making, said he became increasingly concerned about the unhealthy relationship between the media and politicians.

Blair is the most senior politician to date to appear before Leveson, an inquiry sparked by the phone hacking revelations but which has since broadened out to show the collusion between senior politicians, media tycoons and police.

"If you fall out with the controlling element of the Daily Mail, you are then going to be subject to a huge and sustained attack," said Blair, who governed Britain from 1997 to 2007 after rebranding the Labour Party.

"Managing these forces was a major part of what you had to do and was difficult," he said.

MURDOCH

The inquiry has so far focused on the close ties between Murdoch's empire and serving ministers, helping the opposition Labour Party leader Ed Miliband to consolidate his position with attacks on current British Prime Minister David Cameron.

The appearance of Blair had been seen as a potential threat to this approach, but the former prime minister was rarely troubled by the lead lawyer at the inquiry, reminding observers how he comfortably led his party to three election victories.

Describing what it feels like when a small section of the press decide to go after you, Blair said: "It's full on, full frontal, day in, day out and that is not journalism in my view. That's an abuse of power."

Sometimes using Murdoch's first name, Blair said it had been clear that the proprietor called the shots in his media empire, and not his newspaper editors. The two later became so close that having stepped down as prime minister, Blair became a godfather to Murdoch's daughter Grace at a ceremony on the banks of the river Jordan.

"Blair led the way in having no shame about courting Murdoch," said Ivor Gaber, professor of political journalism at City university. "He set the style and the standard and if you regard Cameron as the 'heir to Blair' then it's not exactly surprising that he followed suit."

Murdoch's papers also supported Blair in his unpopular decision to join the United States in the invasion of Iraq.

With anger still running high in Britain over Blair's role in the war, a protestor broke into court 73 to harangue him, entering through a supposedly secure entrance to stand between Blair and the chairman of the inquiry, Lord Leveson.

"This man is a war criminal," he yelled, as security guards tried to drag him from the court. Another protestor hit Blair's chauffer-driven black Range Rover with an egg as he later left the court.

"I'd forgotten just what a convincing, classy liar Blair is," one observer said on Twitter. "Not so much a testimony as a masterclass."

Blair set the tone for his relationship with Britain's press when, before his first election victory in 1997, he flew to Australia in 1995 to speak before a gathering of Murdoch's executives who had previously used their British tabloids to vilify his Labour Party predecessors.

The decision, mocked by rivals as an act of homage to the all-powerful media boss, infuriated much of his left-of-centre party who saw the Australian-born tycoon as a right-winger who had helped to keep them out of power for years.

But Blair's speech received a standing ovation and Murdoch indicated for the first time that he could be willing to switch the allegiance of his newspapers to the Labour Party.

"If our flirtation is ever consummated Tony then I suspect we will end up making love like porcupines, very, very carefully," he told him.

Kent State tied for 19th at the NCAA Championship a year ago led by Kevin Miller?s 223 which tied him for 38th. ?

In the 2008 visit, David Markle led the team to a program-best sixth-place finish at Purdue University?s Kampen Course. With a 1204 team score over 72-holes, Kent State placed just 10 strokes back of national champion UCLA. Now a pro on the now on the eGolf Professional Tour, Markle tied for ninth on his way to earning All-American honors.

Current PGA Tour member Ben Curtis and Nationwide Tour member Jon Mills, along with Danny Sahl, Brian Miller and Jonah Karzmer, led the Kent State program to a ninth-place finish at the 2000 Championship held at Grand National Lake Course in Opelika, Okla. Sahl tied for 24th with a four-under 284 to pace the team.

The Golden Flashes finished 13th at the 1994 Championship held at Stonebridge Country Club in McKinney, Tex. behind the play of All-American Eric Frishette and current Ohio State head coach Donnie Darr, who each tied for 25th overall at even-par 288. Also representing Kent State were current Nationwide tour members Brian DeCorso and Kevin Kraft along with Boo Blackman.
Hahn?s performance last year equlaed that of Mills who now shares the top individual finish for Kent State.? Mills shot a six-under 282 and placed sixth in 2001 at the Duke University Golf Club after he tied for 30th with Curtis in 2000.

In 1990, Brian Bridges won the Ben Hogan Award and tied for 17th after shooting a two-over 290 at Innisbrook Resort in Tarpon Springs, Fla.
